In order to reduce the danger of infection by the corona virus, numerous measures have been taken at the HFT Stuttgart, about which we would like to inform you here. Processes and dates must always be adapted to the current situation.

We wish all university members to get through this difficult time well and stay healthy

(Updated on June 26th, 2021)
Update from 22.06.2021

Due to the low incidence rate in the city of Stuttgart , testing is currently not mandatory at the HFT Stuttgart. The obligation to wear a mask when entering the buildings and the inner courtyard still exists.

14 June 2021: Amendments to the regulations of 11 May

The following additions to the regulations dated 11 May 2021 are effective immediately:

  • The opening hours of the HFT Stuttgart will be extended again to 08:00 - 20:00 from Wednesday, 16 June 2021.
  • For students, if the 7-day incidence is over 50, negativerapid testsare required for participation in attendance events at HFT Stuttgart, which must not be older than 24 hours. As of today (14.06.2021), there is consequently no testing requirement, as the 7-day incidence in Stuttgart was below the incidence of 50 for three days in a row. Students are only allowed to use the HFT premises if they have a 7-day incidence of 50 or more with a negative Corona rapid test or as a vaccinated or recovered person.

The following additions to the regulations of 26 April 2021 apply with immediate effect:

  • The exceptions for a teaching operation from an incidence of more than 165 also include that events in attendance form are possible for studentswho are immediately before graduation or before partial examinations relevant to graduation(§ 13 paragraph 3 sentence 2 and § 20 paragraph 5 sentence 2 number 3a).
  • Furthermore, a negative rapid test is required for participation in attendance events or the use of the HFT premises for students. Thisdoes not apply to convalescentsand vaccinated persons within the meaning of the CoronaVO BW, insofar as they can provide suitable proof of this. Vaccinatedpersons in the sense of the Corona VO BW are in particular all persons who can present a vaccination completed at least 14 days ago by means of vaccination documentation in the sense of § 22 paragraph 1 IfSG. All persons who have already tested positive themselves are considered to have recovered, provided that they have evidence of an infection with the coronavirus confirmed by PCR test and are no longer subject to a segregation obligation based on this. The proven infection must have occurred no more than six months previously. The negative corona rapid tests must not be older than 24 hours.

If the threshold value of the 7-day incidence of 100 is exceeded, the Infection Protection Act also provides for "alternating teaching" at universities; if a threshold value of 165 is exceeded on three consecutive days, universities are prohibited from offering face-to-face teaching from the day after the next.

Examinations are not classes and remain unaffected by the provision. According to the explanatory memorandum to Section 28b(3) IfSG, the same also applies "to research activities, activities in laboratories and similar facilities". This also includes laboratory courses in a course of study as well as internships, practical and artistic training periods, which are also not teaching and which are permissible in presence - subject to the requirements of state law - according to the BKMPK resolution of 25.11.2020. Libraries are also not covered by the scope of § 28b IfSG and can therefore remain open in accordance with state law.

The 7-day incidence in Stuttgart on 25.04.2021 is 215.9. Thus, from 26.04.2021, the exemptions of teaching operation apply from an incidence of 165.

Exceptions are still possible despite an incidence of 165 for all courses related to examinations. In addition, presence at the HFT is permitted for research activities, activity in laboratories, internships and practical and artistic training sections. This includes a large part of the previously approved events, in particular:

  1. Examinations that cannot be mapped digitally or require specific software, regardless of the proportion with which they count towards the final grade.
  2. Pre-examinations or examinations that are only included in a module as partial grades
  3. Laboratory work (irrespective of its relevance to the examination)
  4. Activities in connection with final theses
  5. Practical training events (e.g. surveying exercises)
  6. Examination reviews

Please note that all participants in face-to-face events (students and lecturers) must present a negative Corona rapid test updated on the day. If you are unsure whether your event will take place or not, please feel free to contact your contact person in the degree programme. The use of student workstations in the faculties is still possible for students without sufficient internet access after prior registration, registration (UniNow app) and approval by the Dean's Office. As before, the personal and written permission of the dean's office with the assignment of a fixed workstation must be carried along when staying at the HFT and must be shown upon request. Group work in presence is not possible in rooms of the HFT until the end of the summer semester 2021. The use of the HFT premises is only permitted for students with a negative Corona rapid test.

Due to the tense infection situation, the state of Baden-Württemberg has adjusted its Corona Ordinance again. Teaching will continue to take place online in the summer semester 2021. In study-relevant individual cases, justified exceptions for attendance events (and examinations as well as examinations) are still possible. Pleasenote that all students must present a negative Corona rapid test to the responsible lecturer before the attendance events. This also applies to the use of student workstations. Early booking of an appointment at a test centre is recommended for this purpose.

Questions & Answers

In case of a positive test, you will be asked (in addition to the notification to be made immediately to the health department) not to come to HFT for the next 10 days. In addition, you will be asked to send a list with the names of the persons with whom you have had close contact to corona@hft-stuttgart.de. Please refer to the latest information from the RKI.

All further information on the procedure can be obtained from the Health Department and the Ministry of Social Affairs in Baden-Württemberg

Teaching will take place online until the end of the summer semester 2021.

Once the threshold value of the 7-day incidence of 100 is exceeded, the Infection Protection Act provides for "alternating teaching" also at the universities, and once a threshold value of 165 is exceeded on three consecutive days, the universities are prohibited from face-to-face teaching from the day after next.

Examinations are not teaching and remain unaffected by the provision. According to the justification of § 28b paragraph 3 IfSG, the same also applies "to research activities, activities in laboratories and similar facilities". This also includes laboratory courses in a degree programme as well as internships, practical and artistic training periods, which are also not teaching and which are permissible in presence - under the conditions of Land law - according to the BKMPK resolution of 25.11.2020. Libraries are also not covered by the scope of application of Section 28b IfSG and may therefore remain open in accordance with Land law.

Exceptions are still possible despite an incidence of 165 for all events related to examinations. In addition, presence at the HFT is permitted for research activities, activity in laboratories, internships and practical and artistic training sections. This includes a large part of the previously approved events, in particular:

  1. Examinations that cannot be mapped digitally or require specific software, irrespective of the proportion with which these are included in the final grade
  2. Pre-examinations or examinations that are only included in a module as partial grades
  3. Laboratory work (irrespective of its relevance to the examination
  4. Activities in connection with final theses
  5. Practical training events (e.g. surveying exercises)
  6. Examinations

In the case of incidences of less than 165 but more than 100, the dean's and rector's offices may, in justified individual cases, also approve other events whose content is relevant to the course of study and which cannot be depicted digitally. This includes, for example:

  1. Study-relevant excursions
  2. Study-relevant events outside of practical and artistic training sections
  3. Other events

Please note that all participants in face-to-face events (students and lecturers) must submit a negative Corona rapid test updated on the day of the event.

The use of student workstations in the faculties is still possible for students without sufficient internet access after prior registration (UniNow app) and approval by the Dean's Office. As before, the personal and written authorisation of the Dean's Office with the allocation of a fixed workstation must be carried along when staying at the HFT and shown on request. Group work in presence is not possible in HFT rooms until the end of the summer semester 2021. The use of HFT rooms is only permitted for students with a negative Corona rapid test.

If you are unsure whether your event will take place or not, please contact your contact person in the degree programme.

On the HFT campus, there is an unrestricted obligation to wear mouth-nose coverings in all rooms and on the open-air grounds from 13.10.2020. This includes corridors, courtyard, lecture halls, lift, meeting rooms, kitchens and group offices (the latter if more than one person is present). The use of FFP2 masks or medical masks is mandatory. We would like to point out that the procurement of FFP2 masks is your responsibility. Only in urgent emergencies are individual FFP2 masks available in the central secretariats in buildings 1-3 and in building 8.

For the summer semester 2020 and the winter semester 2020/2021, the standard period of study will be extended by one semester each. This also increases the maximum duration of study.

Example:
Bachelor's degree in architecture:
6 semesters + 2 pandemic semesters = 8
8 standard study period semesters + 3 more = 11 semesters maximum study duration

This regulation has a "lengthening" effect on all terms: Basic studies, 30-CP limit (after 2 semesters), total study time. But: the number of semesters of study on your matriculation certificate is not reduced as a result.

We do not yet know whether this regulation will also be passed by the state parliament for the summer semester 2021.

Legal basis: § 32 Para. 5 a

Special regulation for examinations that are set as written or oral examinations: those who do not appear for the examination do NOT have to submit a certificate.

We recommend the SPO check:

Is it an examination performance - i.e. graded?
Is the form of examination a KL (for written examination) or MP (for oral examination)?

=> then this regulation applies

For other oral formats, such as a presentation, a draft presentation or similar, a certificate must be submitted to the examiner immediately. The examiner forwards it to the examination office and a withdrawal due to illness is entered instead of the failed attempt.

Legal basis: § 8 of the Corona Statutes SoSe 2021

  •     Masks are compulsory for everyone and also during the examination.
  • Everything at a distance: even in the examination room, sit at marked places with at least 1.50 m distance to each person.
  • Sufficient disinfectant and cleaning cloths are available in each room.
  • Contactless registration via UNI Now at the room and additional participant check by the examination invigilator
  • Examinations are available at the examination site and are also left there after the end of the examination
  • And last but not least: Students only stay at the HFT for the examination and leave the building and grounds swiftly afterwards.

Due to the current Corona regulations, quick tests are obligatory. However, since decisions are still being made on the confirmation of vaccinated and recovered students, we will inform you about the exact procedure in June.

Due to the current obligation to provide information in order to trace possible chains of infection, registration is mandatory for attendance events. If possible, this should be done online via the HFT app or via web variants. Alternatively, paper forms and collection containers are available in the entrance areas of the university buildings.

Online registration:
Registration is carried out with a smartphone in the HFT app or via a mobile web variant by scanning the QR code. It is also possible to register via laptop. Every room change requires a login/logout. It is not allowed to log in only for the first lecture and log out after the last lecture.

Registration in paper form
Alternatively, registration in paper form can be done in the entrance areas of the buildings. Registration forms are available there and there are collection containers. In order to minimise the organisational effort, we kindly ask you to use online registration as a priority.
